Scribe's function is to focus on splines and shape operations. It was developed to address the 3D artists needs working with architects and designer drawings in 3ds Max. Many have found it frustrating for too many years having to redraw imported drawings, at their expense. With Scribe, we hope we can eliminate most of this time consuming and expensive redrawing of splines. But, likely not all of it! You will also find we've added in other tools such as an outliner and offset function, handy for creating parallel lines (including dotted).
